Thank you for your interest in the Consumer Data Right. Here are some recent developments:

CDR Rules Outline

The Rules Outline for the new Consumer Data Right (CDR) has been made available today, and sets out the ACCC’s position on what should be included in the rules that will govern the CDR.

The Rules Outline provides guidance to data holders and potential data recipients so they can continue to develop the reliable and secure systems and new product offerings ahead of the start of the CDR regime.

Publication of the Rules Outline follows consultation on the Rules Framework published in September.



In the Rules Framework the ACCC stated that it would publish draft rules for consultation in December 2018. However, given the range of complex issues that have been raised during the consultation process, the ACCC has decided to take an alternative approach and publish this Rules Outline which sets out the ACCC’s position. The policy positions in the Rules Outline will be reflected in the draft Rules which the ACCC intends to publish for consultation in the first quarter of 2019.

Procurement process update

Seven platform vendors have now been short-listed and we will seek to contract with the preferred vendor in January 2019. We will provide an update in a subsequent newsletter in relation to this process.

CDR legislation update

The Treasury has published the latest version of the Treasury Laws Amendment (Consumer Data Right) Bill 2018, which is expected to be introduced into Parliament in February 2019.

Technical Standards

Data61 has published a Christmas working draft of the technical standards. The Christmas working draft summarises Data61’s progress so far, drawing attention to specific documents and deliverables across the work streams, and summarising next steps for 2019. Feedback on the Christmas working draft will be open for four weeks, closing on Friday 18 January 2019.
