We've published the Consumer Data Right (CDR) Rules Framework for consultation.

The Rules Framework is intended to give stakeholders an understanding of the proposed structure and content of the rules that will govern the implementation of Open Banking. It sets out how we propose to address particular issues in the CDR Rules and seeks feedback on these proposals.

Lodge a written submission

We're inviting interested stakeholders to lodge a written submission in response to the Rules Framework. Submissions are welcome until Friday 12 October 2018 and can be submitted via our consultation hub.

To foster an informed and consultative process, all submissions will be considered as public submissions and will be posted on the ACCC website. If interested parties wish to submit commercial-in-confidence material, they should submit both a public version and commercial-in-confidence version of their submission.

Register for a consultation roundtable

We'll be holding consultation roundtables on the following dates (times are AEST/AEDT):

  • 24 September: 10.30.am and 2.pm Melbourne
  • 25 September: 10.30 am and 2.pm Sydney
  • 9 October: 4 pm online via webinar

Consultation for the energy sector

The current Rules Framework has a banking focus, owing to the banking sector being the first designated sector. However, other sectors will be brought within the CDR regime over time, including energy. The ACCC will be conducting separate consultation on the application of the CDR to the energy sector late this year.
